CTI Plus Resources is a progressive corporation committed to responsible metallurgical coal mining, from exploration to development.

We are passionate about metallurgical coal and the potential of expanding Canadian natural resources to support communities and develop our economy, both regional and national.

Our executive team has rich experience in coal mine exploration and development in Canada and globally.

P. Geo., Chief Executive Officer & Chief Geoscientist

Dr. Yulin Li, PhD

Dr. Li has worked on Rocky Creek Metallurgical Coal Project since its initiation. He oversaw the entire process of the project activities and is currently responsible for the Project’s Environmental Assessment and Feasibility Study processes.

He brings over 35 years of exploration, consulting, and technical management experience in various commodities, including coal, oil and gas, coal bed methane, uranium, potash and precious metals in Canada and worldwide. He specializes in geological interpretation, modelling, coal quality assessment, and oil and gas reservoir characterization.

After relocating to Canada in 2003, Dr. Li worked at Norwest Corporation Canada for over 12 years and served as Project Director and Project Manager in later years. He worked as VP & Chief Geologist for a short period of time in junior oil and gas companies before joining CTI Plus in 2019. He has drilled hundreds of successful coal exploration holes and tens of coal bed methane exploration wells and oil-and-gas-producing wells.

Executive Director

Kim Deng

Down-to-earth and entrepreneurial, Kim is enthusiastic about innovative technology and its application in mine development. She is responsible for leading the overall strategic direction, managing investments, overseeing project development and directing the corporate governance of CTI Plus. She brings comprehensive experience in international finance, business development and management.

After Kim graduated with a Bachelor of Management degree from Renmin University of China in Beijing, she became an investment banker in New York City advising and researching both buy-and-sell side deals involving natural resources and renewable energy sectors. She has various investment interests in North America.

Chief Financial Officer

Lyshier Ren

Lyshier is responsible for the overall corporate financial management, accounting and office administration of CTI Plus.

She has over ten years of comprehensive financial management, auditing and IPO experience. Most recently, she served as president of Tian Ke Jia Hao Enterprise Management Co., Ltd. in Beijing, a specialty finance company, where she achieved significant improvements in financial and management efficiencies as well as return on investment. Prior to that, she worked at Ernst & Young and was responsible for annual auditing as well as IPO auditing for large state-owned enterprises and multinational companies. Lyshier graduated with a master’s degree in World Economy from Nankai University in China and is a member of the China Institute of Certified Public Accountants.

P.Geo., Manager of Regulatory Affairs and Engagement

Judy Matkaluk

Judy is our lead on the Provincial and Federal Environmental Assessments, as well as the Indigenous Consultation and Community Engagement processes.

Judy is a Professional Geologist registered in the Provinces of Alberta and BC. She has over 20 years of experience in the oil and gas sector in northeast BC and 15 years of metallurgical coal exploration and mining experience in BC and Alberta. Judy also was employed by the Ministry of Energy and Mines BC as Director of Indigenous Consultation.

Judy first started working with First Nations in the NWT in 2008 and has remained concentrated on the importance of Indigenous engagement and inclusion of the projects she has worked on. She has consulted and worked with the Treaty 8 First Nations since 2010 and was invited to sit on the Treaty 8 Education Committee.

Judy has successfully participated in taking two projects through the Provincial Environmental Assessment and Federal Environmental Assessment processes. In 2010, she was nominated for the Resource Woman of the Year BC, and in 2017 for the Woman in Mining Canada Trailblazer Award.

PMP, B.Sc. Geol., Project Manager

Melissa Siqueira

Melissa Siqueira is responsible for project management for the Rocky Creek Metallurgical Coal Project and serves as a liaison with external consultants engaging with CTI Plus.

Melissa earned a Bachelor of Science in Geology from the University of Calgary and a Project Management Professional (PMP®) designation from the Project Management Institute. She has experience working in a variety of industries including oil and gas, government, sales, manufacturing, and IT. She had a 7+ year journey as a Geologist leading exploration drilling, carbon sequestration and geological mapping projects within Alberta. Melissa values collaboration, trust, innovation, and growth in project development.

The Rocky Creek Project

The Rocky Creek Metallurgical Coal Project is our current focus. It is located approximately 47 km south of Chetwynd, BC, on Crown Land within the Peace River Regional District, where multiple open pit coal mines are currently in operation. This area offers excellent existing infrastructure such as Sukunka Road and other established forest roads, a power supply, rail, and port.
