Indigenous Nations & Community Engagement

We operate based on transparency, open communication, and inclusivity with regards to Indigenous Nations and the communities where we operate.

The Rocky Creek Metallurgical Coal Project is our current focus. It is located approximately 47 km south of Chetwynd, BC, within the Peace River Regional District.

The closest towns to The Rocky Creek Project are Chetwynd and Tumbler Ridge, and the project site is within the traditional territories of the Treaty 8 First Nations.

CTI Plus will engage on a regular basis with these communities. We look forward to building a strong, trusted relationship with our neighbours. Our Rocky Creek Project will bring substantial economic benefits and employment opportunities to the residents of this area.

We are proud to collaborate with Judy Matkaluk, our lead in Indigenous Consultation and Community Engagement. In 2017, Judy was nominated for the Woman in Mining Canada Trailblazer Award.

Under the Treaty 8, First Nations all have their distinct culture and history. We are learning about these distinct cultures and histories so that we can build long-lasting relationships and protect the lands of the Treaty 8 First Nations.

It is our mandate and priority to:

  • Work together, listen to important concerns, and collaborate to find ways to avoid and mitigate potential impacts
  • Bring social and economic benefits to Indigenous members

Our Declaration

1. CTI Plus adheres by the principles provided by BC’s Declaration of the Rights of Indigenous Peoples Act (Government of British Columbia, 2019), and the United Nations Declaration on the Rights of Indigenous Peoples (United Nations, 2007).

2. CTI Plus believes in early, transparent, respectful, and timely engagement with Government, Indigenous Nations, communities and stakeholders with respect to the Rocky Creek Metallurgical Coal Project.

3. CTI Plus agrees to and will uphold Indigenous Nations’ rights to have Free, Prior and Informed Consent for the development of Projects within their traditional territories.

Our Engagement Principles

Two-Way Dialogue
CTI Plus commits to two-way dialogue with rights holders and stakeholders. We validate what is heard throughout engagement activities directly with participants, and share how concerns, input, and knowledge inform the Project’s design and EAC/EIS Application.

Respect
CTI Plus has respect for any concerns, input, and knowledge shared by rights holders and stakeholders, and appropriately captures this information in the EAC/EIS Application and Project-related materials. We use knowledge management and engagement tools and are respectful of the protocols of each Indigenous nation (First Nations Information Governance Centre 2024).

Inclusivity
CTI Plus commits to working with rights holders and stakeholders to understand how they would like to be engaged. We acknowledge traditional activities and protocols, and work to mitigate barriers to participation in engagement activities, particularly for members of the communities who may be disproportionately affected by the Project.

Timeliness
CTI Plus provides rights holders and stakeholders with access to appropriate, relevant, and accessible information in a timely manner. We recognize cultural, seasonal, and capacity constraints to participating in engagement activities.

Fairness
CTI Plus endeavours to provide equal opportunity for Indigenous nations to participate in the development of the Project and the regulatory process.
